When purchasing a decorative throw pillow cover; the insert that you purchase should be 2” larger than the cover to achieve a great fit and a plush and luxurious look. Pillows made in a heavy duty fabric (example) a faux fur cover with long fur, heavy velvets, cut velvets and flock’ the insert would have a much more plush look and feel if you up your pillow insert size 4” larger.
